Accelerate the pace of key core technology breakthroughs in the petrochemical industry chain!

China's petrochemical industry has developed rapidly and achieved remarkable transformation and upgrading, but the domestic high-end chemical industry has developed slowly. Recently, Mo Dingge, the representative of the National People's Congress, the representative of Sinopec Zhenhai Refining and Chemical Branch and the secretary of the Party Committee, and the chairman and secretary of Sinopec Ningbo Zhenhai Refining and Chemical Co., Ltd., said in an interview with reporters that it is recommended to strengthen the top-level design, focus on the layout planning of the petrochemical industry chain, enhance the chain thinking, tilt the element resources towards the key link projects of the industry chain, concentrate the technical research force, and accelerate the pace of key core technology breakthroughs.

Mo Dingge said that during the "13th Five-Year Plan" to "14th Five-Year Plan", China's oil refining and ethylene production capacity increased rapidly, the oil refining scale has increased from 790 million tons/year to 980 million tons/year, the ethylene production capacity has increased from 22 million tons/year to 60 million tons/year, and the total production capacity of polyethylene, polypropylene, propylene oxide and other chemical products has leapt to the forefront of the world, but the development level of various petrochemical links is uneven. At present, there are still some key core technologies that have not achieved effective breakthroughs.

In this regard, Mo Dingge suggested:

The first is to strengthen chain thinking and top-level design for the layout planning of petrochemical industry chain. It is suggested that relevant departments should combine the industrial base and characteristic advantages of different regions to sort out the list of products and technologies in key links of the industrial chain, and take the large-scale petrochemical base integrated with "production, marketing, research and use" as the core, layout and plan key projects in key links of the industrial chain, and actively promote the effective connection, coordinated operation and coordinated development of enterprises in the upstream and downstream links of the industrial chain.

The second is to focus on technological breakthroughs and speed up the pace of technological breakthroughs in the "bottleneck". Relevant departments should actively build a joint research platform for key core technologies, break the barriers between enterprises and scientific research institutes, unify the goals of research, promote the gathering of scientific research forces, scientific research talents, etc. in the areas where leading enterprises or leading enterprises are located, and focus on promoting key technology research to achieve greater breakthroughs.

The third is to tilt the factor resources towards the key link projects of the industrial chain, and concentrate on doing great things. It is suggested that governments at all levels should formulate differentiated support policies for key link projects in the industrial chain, and give key guarantees and resource preferences in terms of construction land, total energy consumption, environmental emission indicators, talent policies, and construction capital policies for key link projects in the industrial chain with optimized structure and complementary weaknesses.
